This simple and super scrappy solution is future proof and works across platforms without explicit cross platform account integration, but it can be misused by users to seed friend's accounts on different platforms with DLC. Upon target platform load, upload it to the target platform backend where you validate the signature, check and strike off the external and internal userids in a table so that the same external/internal users can't be used to export or import entitlements again for that target platform, and then you give the target internal user access to all entitlements as specified in the save game. Upload it somewhere and allow the user to download and load it on the target platform. What you'd do is you'd embed the platform and user id of a user, plus their entitlements, inside of the save game and then sign it using a private key (on your platform backend, obviously).
